General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • Relevant experience in transportation/shipping matters
  • Technical knowledge of transportation/shipping terminology and packing systems associated with international purchasing and transportation
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced education/certified training course in a relevant field desirable

 

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Advanced university degree in Business Administration, Operations Management or other related fields
  • At least six years of progressively responsible experience in the management of logistics, supply, transport and storage operations; including experience in an international organization and/or a mission environment
  • Proven ability to lead, guide and motivate a large number of staff from a variety of backgrounds
  • Professional fluency in the English language with good drafting skills
  • Demonstrated planning and organizational skills
  • Strong negotiation, interpersonal, analytical and problem solving skills
  • Flexibility to adapt to changing circumstances and to promptly respond to emergency situations
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Ability to operate windows applications, including word processing and e-mail

 

Desirable:

  • Knowledge of the local language or most common lingua franca
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of the Division of General Services, the Supply and Transport Officer:

 

  1. Plans the operations of the Logistics Support Services Section, develops procedures, guidelines and policies in support of the implementation of operations and activities; writes reports and compiles statistics for submission to the Head of the Division of General Services;
  2. Directs and supervises the activities of the Section to provide efficient logistics support to OMIK; identifies work areas where training is required, develops training plans and organizes its implementation;
  3. Supervises 38 staff members;
  4. Develops or co-ordinates budget proposals, mid-year budget reviews, justifies requirements and controls the disbursement of funds; ensures adherence to the OSCE Financial Rules and budgetary discipline;
  5. Co-ordinates logistics operations with other UN or international organizations and NGO agencies; proposes procedures for the uniform implementation of activities;
  6. Co-ordinates the transfer of assets between OSCE field missions and reviews other logistics operations with the OSCE-Secretariat in Vienna, as appropriate;
  7. Provides logistics services to the Programme Departments of OMIK;
  8. Performs other duties as assigned.
