General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven working experience as police trainer
  • Proven working experience in the field of police training development and management, focussed on the area of advanced and specialized police training including boundary and border police training for capacity building purposes, as well as evaluating their effectiveness and efficiency
  • Evidence of supervisory training experience, both as a police trainer/instructor and as a manager of training
  • Sound knowledge of training methods, conducting training needs analysis as well as adult learning and teaching techniques
  • Professional ability to design, co-ordinate and implement training strategies and plans as well as police training Curricula for police
  • Proven experience in project management (planning, designing, budgeting, management, evaluation)
  • Professional researching, analyzing, drafting, editing, reporting and presentation skills
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Professional ability to operate Windows applications, including word processing and e-mail

Desirable:

  • Previous liaison experience with non-law enforcement organizations (e.g. local and/or central governmental agencies, social service bodies, non-governmental organizations)
  • Knowledge of regional political history and developments
  • Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local authorities
  • Previous experience in a capacity building role in South Eastern Europe
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Training Development Section (S3), the Senior Training Development Officer (Advanced and Specialized Police Training) performs the following duties:

  1. Oversees, analyzes and reports on systemic advanced and specialized police curricula aspects including boundary and border police related issues ensuring a professional environment that benefits both students and staff;
  2. Provides assistance and advice, utilizing on-site visits and analysis of reports/records (e.g. court records, inspectorate reports, assessment reports, existing strategies etc.);
  3. Supervises, assesses  and evaluates all aspects of the Trainer Development Training as well as advanced and specialized police curricula, including boundary and border police related issues, ensuring high quality of instruction and interpretation;
  4. Arranges the design and delivery of new programs (internally or externally sourced) as necessary;
  5. Provides subjects matter expertise to be used in drafting relevant police curricula according to the training needs of the beneficiaries;
  6. Assists in the co-ordination of donor efforts in developing the advanced and specialized police training;
  7. Liaises closely with the responsible counterparts in OSCE Headquarters Vienna and other OSCE field missions as well as local and international stakeholders assisting in the further development of effective and efficient advanced and specialized curriculum for police;
  8. Attends seminars, conferences, workshops and courses relevant to her/his post as required by the Mission;
  9. Performs other duties as assigned.
