The general minimum requirements for working in this field of expertise are:

University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)

Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.

Knowledge of courtroom proceedings and criminal law and procedure

Knowledge of international legal procedure standards and instruments
-
Demonstrable organizational, analytical, communication and interpersonal skills

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:

Advanced university education in law, international and human rights law;

At leastthree years of experience with state institutions, governmental structures or relevant international organizations dealing with legislation drafting and review;

Significant experience in policy and project development including needs assessment, project/policy design, project implementation, project monitoring developed in rule of law areas;
-
Cultural sensitivity and judgement;
-
Strong advocacy and organizational skills;
-
Ability to operate windows applications, including word processing and e-mail;
-
Professional fluency in the English language;
-
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Flexibility and ability to work under pressure and with limited time frames;
Desirable:

Knowledge of court and/or administrative proceedings would be an asset;

Knowledge of the regional political situation of the mission area;

Tasks and Responsibilities |
Under the direction of the Head and the Deputy Head of Rule of Law Department, the Senior Rule of Law Officer:
-
Supervises and manages the work of the Legislation Reform Unit;
-
Advises and assists the Head and the Deputy Head of Rule of Law Department in designing and developing policy documents and programme activities;
-
Conducts research and analyses on international and domestic legislation, prepares technical briefing materials and drafts comments;
-
Builds capacity of state and non-state mechanisms to address legislative and institutional challenges, focusing on lawmaking and implementation;
-
Develops project proposals and project research, facilitates implementation, organisation, management and evaluation of projects;
-
Organizes and facilitates regular events aimed at exchanging information and enhancing cooperation among interlocutors;
-
Facilitates contacts and represents the Mission with representatives of the Government, Parliament, regional and local authorities, embassies, other OSCE Missions, international organizations and NGOs;
-
Drafts documents and reports for internal and external distribution;
-
Performs other duties as assigned by the Head and the Deputy Head of Rule of Law Department.
