General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced university degree (Masters or equivalent) in social sciences, political science, law, international relations, development studies, or related fields
  • At least ten years of progressive professional experience, five or six of which, in an international organization
  • Extensive work experience at senior level leadership positions in any of the following environment: military, diplomatic, civil service, non-governmental organizations, international organizations or operational Missions
  • Sound understanding and familiarity of the main functional areas of the OSCE Mission's mandate
  • Familiarity with the OSCE policies, procedures, practices and organizational structure
  • Extensive political knowledge of Bosnia and Herzegovina, international agencies in BiH, and their activities and mandates
  • Ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions
  • Demonstrated ability to work in a multi-cultural, multi-ethnic environment and ability to maintain harmonious work environment and team spirit
  • Proven ability to plan and organize work to meet tight deadlines under stressful conditions
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners, as well as other stakeholders to achieve organizational goals
  • Diplomacy and tact, and ability to convey difficult issues and positions to senior officials and other relevant partners
  • Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of the OSCE operations
  • Demonstrated strong analytical and reporting skills
  • Ability to operate Windows applications, including word processing and email
  • Professional fluency in the English language

Desirable:

  • Knowledge of the local languages or most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the direction of the Head of Mission (HoM) and the supervision of the Deputy Head of Mission (DHoM), the Senior Representative of the Head of Mission (SRHOM) serves as the Mission's principal interlocutor with local institutions and authorities in his/her designated area of responsibility (AOR) within Bosnia and Herzegovina. The SRHOM monitors progress and problems in the fulfillment of Mission's mandate, goals, and objectives within his/her AOR and reports regularly on these through the HoM and DHoM.

Specific duties of the Senior Representative of the Head of Mission include:

  1. As the principal Mission representative and representative of the Head of Mission in his/her area of responsibility, identifies and engages all relevant external interlocutors in the furtherance of the achievement of the Mission's mandate, goals, and objectives;
  2. Provides strategic analysis of political issues, ensuring that trends and developments relevant to the Mission's work are brought to the attention of the HoM/DHoM. This includes receiving and analyzing regular reports from Heads of Field Office and providing them with direction regarding priorities for political reporting;
  3. Ensures that there is coherence between the political and programmatic strands of the Mission's work within his/her AOR, provides guidance and advice to the Senior Human Dimension Officer (SHDO) and Director of the Human Dimension Department (D/HDD), as appropriate;
  4. Maintains regular contact with key political figures within the AoR in co-ordination with the Director of the Policy and Planning Unit (D/PPU) to ensure that the overall political environment is conducive to the achievement of the Mission's objectives, bringing his/her influence to bear where necessary to address political obstacles;
  5. Makes recommendations regarding changes in Mission priorities, policies and goals in light of changing local circumstances to the DHoM in consultation with the D/PPU and the D/HDD. This includes contributing to the development of the Mission's annual budget and programme objectives;
  6. Represents the Mission, as appropriate, at public events, ceremonies, and other such ceremonial and diplomatic occasions within the AOR;
  7. With the agreement of the Spokesperson, makes public statements on behalf of the Mission, together with allocated Press and Public Information staff, in accordance with the Mission's  press and public information strategy within his/her AOR;
  8. Oversees all aspects related to administrative support, discipline and conformity with OSCE rules and regulations within his/her AOR;
  9. As part of the senior staff of the mission, participates actively in policy- and decision-making meetings under the direction of the HoM and DHoM;
  10. Co-ordinates activities with all other international organizations in his/her AOR and represents the Mission at meetings of these organizations in co-ordination with D/PPU;
  11. Supervises two National Political Officers in his/her AOR;
  12. Performs other duties as requested or required.
