General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Ability to produce analytical reports including previous international work experience in the preparation of comprehensive reports and analysis
  • Professional fluency and excellent drafting skills in the English language
  • Strong organizational skills and demonstrated ability to work to deadlines
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

 

Desirable:

  • Experience in training on professional reporting/writing skills
  • Authored publications in the field of democratization
  • Management experience
  • Previous international work experience and/or experience in field missions in South-Eastern Europe

 

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of the Analysis and Reporting Cell of the Democratization Department, the Senior Reporting and Information Officer:

 

  1. Co-ordinates and assists in the quality control of the regular reporting cycle of the Democratization Department;
  2. Prepares and co-ordinates Departmental documents resulting from specialised Mission taskings and Departmental analytical reports for its senior management; compiles specialised information and analysis on topics within the Department's mandate in co-operation with Department Sections;
  3. Assists the Chief of the Analysis and Reporting Cell in ensuring quality control and clearance of departmental reporting;
  4. Liaises with the Office of Political Affairs and the Central Co-ordination Unit in the co-ordination and preparation of qualitative inputs by the Department;
  5. Is responsible for the Department's information management and proper record keeping according to rules and regulations of the OSCE;
  6. Acts as focal point for the liaison with the Press and Public Information Office in all aspects concerning the visibility and publications of the Democratization Department;
  7. Co-ordinates the delivery of presentations during induction courses and prepares Departmental briefings in co-operation with Department Sections, if necessary;
  8. Co-ordinates and delivers training on reporting and drafting skills relevant to the work of the Analysis and Reporting Cell, such as report writing, professional writing styles and information management;
  9. Performs any other duties as assigned.
