General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Field experience in one or more of the following fields: legal or human rights, politico-military aspects, security issues
  • Knowledge of regional political history and developments
  • Proven practical background in project monitoring and evaluation
  • Ability to establish contact and develop confident relations with the local population as well as the ability to work with government officials and institutions
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Professional fluency of English and Russian and/or Uzbek, both oral and written, and the ability to communicate clearly and concisely
  • Ability to work independently
  • Demonstrated abilitiy and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Familiarity and experience with current office equipment, including PC skills (MS Windows NT, MS Office)

Desirable:

  • Experience of working in Central Asia or the Commonwealth of Independent States
  • Previous work experience preferably in an international environment or within operational Missions
  • Initial secondment for a period of at least six months is envisaged, preferably one year
  • Knowledge of OSCE principles and commitments
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the OSCE Project Co-ordinator in Uzbekistan, the Senior Project Officer assists in the elaboration and implementation of OSCE projects in co-ordination with relevant Uzbek governmental bodies. The incumbent:

  1. Drafts project documents, monitors project implementation, writes activity reports and press releases, deals with budgetary issues in connection with project implementations, and organizes meetings and seminars;
  2. Maintains close co-operation with national officials, as well as with various implementing partners and representatives of civil society;
  3. Facilitates projects within the field of democratization in response to the needs and priorities of the host country in order to assist in the implementation of OSCE principles and commitments;
  4. Facilitates projects in the fields of security and stability including fighting against terrorism, violent extremism and illegal drug trafficking;
  5. Co-ordinates the activities of the Office of the Project Co-ordinator with international donors and maintains close co-operation with the OSCE Secretariat and other OSCE Institutions;
  6. Assists in arranging OSCE events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  7. Performs other related duties as required, including to replace the Head of Mission in his/her absence.
