General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Proven work experience in the field of project management: project development, including budgeting, monitoring, implementation, and reporting (both narrative and financial)
  • Good management, organizational and analytical skills, with the ability to take corrective action
  • Professional fluency in written and spoken English and the ability to draft reports clearly and concisely
  • Working knowledge of Russian and/or Ukrainian languages
  • Ability to establish contact and develop confident relations with government officials and institutions, as well as civil society
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse politicial views, while maintaining impartiality and objectivity
  • Ability to work independently
  • Ability to build and manage a diverse team of experts
  • Ability to operate Windows applications, including word processing and email


  • Experience in working in Eastern Europe and/or knowledge of the region
  • Initial secondment for a period of at least one year is envisaged
Tasks and Responsibilities

Under the supervision of the Project Co-ordinator, the Senior Project Officer:

  1. Co-ordinates and manages up to eight project units working on human rights, rule of law, media, civil society, economic and environmental as well as politico-military activities. The units operate both as separate units, as well as in a cross-dimensional configuration;
  2. Serves as principal advisor to Project Co-ordinator on all matters concerning policy, operations and project development;
  3. Through senior level contacts with the Ukrainian authorities, identifies projects and formulates relevant documents and establishes corresponding budgets with the responsible Project Officers;
  4. Organizes fundraising activities to cover the extra-budgetary projects and assigns Unified Budget funds within the respective programme to certain projects;
  5. Prepares the annual budget and operational plan of programme activities;
  6. Advises staff, drafts guidelines for Project Officers and supervises the programme staff;
  7. Prepares the semi-annual report of activities of the entire office, the annual Performance Based Programme Review and additional reports as required;
  8. Replaces the Head of Mission in his/her absence;
  9. Performs other duties as required.
