General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive experience in project management including project design, implementation, reporting and evaluation
  • Knowledge of the Logical Framework approach for project management
  • Knowledge of capacity building aimed at increased democratization in transitional societies
  • Strong drafting and presentation skills
  • Strong analytical, organizational and planning skills
  • Ability to prioritize and handle multiple tasks under tight deadlines
  • Ability to work creatively and independently
  • Strong interpersonal, motivational and communication skills
  • Demonstrated facilitation and mentoring skills
  • Ability to operate in cross-cultural environment requiring flexibility, cultural sensitivity and judgment to local conditions and communities
  • Ability to work independently and as a team player
  • Professional fluency in the English language, both oral and written
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Experience in negotiation and mediation
  • Experience of working with community-based institutions and capacity-building programs
  • Ability to operate ORACLE and Project Management software
  • Experience with budget management
  • Previous experience in field missions
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Director of the Democratization Department, the Senior Projet Adviser:

  1. Acts as focal point for project managers within the Democratization Department, assessing project proposals prepared by the Department's Sections on programmatic content, coherence and consistency of the Democratization Programme and advises the Director accordingly;
  2. Acts as focal point for the Project Co-ordination Unit (PCU) in the Mission and ensures effective operational management of projects through productive co-operation with the PCU and other relevant Offices/Units within the Mission;
  3. Facilitates project development for unforeseen project initiatives, as required and deemed necessary, on an ad hoc basis for the Democratization Programme;
  4. Oversees the implementation of planned projects within the Democratization Department and advises the Director on programmatic changes and project amendments if required;
  5. In co-operation with the PCU, acts as focal point for technical training needs assessment of the Department;
  6. Provides assistance to Department project managers in co-operation with other relevant Departments/Units in the Mission, particularly the PCU;
  7. Prepares materials on project review/briefings for the Senior Management of the Democratization Department;
  8. Ensures that project managers are aware of reporting requirements and deadlines, and coaches project managers on how to prepare qualitative reports and evaluations within the Department;
  9. Represents the Democratization Department at internal Mission meetings of relevance to project managers;
  10. Performs other duties as assigned by the Director of Democratization Department.
