General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • At least four years of experience in working with democratic governmental structures at the local level and/or in development work with local government structures in transitional countries
  • Demonstrated knowledge of inter-governmental fiscal and budgetary processes, especially in relation to municipal financial management processes
  • Knowledge of principles and standards of democratic self-governance at municipal level as defined in the "European Charter of Local Self-Government"
  • Sound project development and management experience
  • Experience in designing and delivering capacity building projects in the field of good governance
  • Strong analytical and drafting skills and ability to identify strategic issues for the OSCE Mission in Kosovo in the field of local governance
  • Professional fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and within limited time frames
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Experience in negotiation/mediation
  • Knowledge of the regional political situation and the legal system in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Chief of Governance Section, the Senior Programme Officer:

  1. Designs, develops and implements the Section's projects in accordance with programmatic priorities;
  2. Monitors, analyses and reports on a broad range of local good governance issues in Kosovo, and takes an active part in the improvement of good governance through policy and programmatic advice;
  3. Provides support to the Section and the Department in the review of policies in the area of local governance in compliance with human rights and international good governance standards and principles;
  4. Develops and implements capacity development programmes and projects; writes reports related to local governance programme activities;
  5. Liaises with external local and international stakeholders to co-ordinate programmatic activities;
  6. Maintains close co-operation with local and international counterparts to achieve good governance objectives;
  7. Provides rapid analyses, informs and advises the Department about the situation of local governance in Kosovo;
  8. Contributes both to regular reporting mechanisms and to periodical analytical reports of the Department;
  9. Performs other duties as required.
