General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Several years of working experience with democratic governmental structures at the local level and/or in development work with local government structures in transitional environments, including international human rights and good governance standards and principles
  • Sound knowledge of principles and standards of democratic self-governance at municipal level as defined in the "European Charter of Local Self-Government" by the Council of Europe
  • Substantial experience in the design and implementation of capacity-building programmes in the field of local good governance and civil society engagement and co-operation with local government structures
  • Demonstrated project management and programme development experience
  • Demonstrated knowledge of legal compliance at the local level and experience in drafting and/or reviewing legislation
  • Strong analytical and drafting skills and ability to take into account various policy implications, identify strategic priorities in the field of local governance and provide expert legal and programing advice
  • Demonstrated ability to write analytical reports and make public presentations
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Reliability and initiative
  • Strong problem solving skills
  • Cultural sensitivity and judgement
  • Professional fluency in the English language and very good communication skills
  • Flexibility and ability to work under pressure and within limited time frames;

Tasks and Responsibilities

Under the supervision of the Chief of Local Governance Section, and in close co-operation with the Director of the Regional Centre Mitrovice/Mitrovica, the Senior Programme Officer:

  1. Identifies, designs, and manages the Section's projects in the northern municipalities in accordance with programmatic priorities, in particular with respect to municipal accountability, transparency, outreach, inter-municipal co-operation and civil society co-operation;
  2. Develops and implements capacity-development projects in co-operation with the Local Governance Section's National Programme Officer;
  3. Ensures close communication and co-operation with the Senior Democratization Officer (SDO) of the Regional Centre Mitrovicë/Mitrovica and field teams throughout the project cycle process;
  4. Identifies projects in co-operation with other Mission Departments and Sections and ensures communication and co-operation with the Mission's Task Force North and its Co-ordinator;
  5. In co-ordination with the senior management of the Regional Centre Mitrovicë/Mitrovica, liaises with local institutions, organizations, and international stakeholders on matters related to the programmatic activities of the Local Governance Section in the four northern municipalities;
  6. Assists in formulating policies on issues pertaining to local good governance, in particular those pertaining to the four northern municipalities;
  7. Monitors, analyses and reports on a broad range of local good governance issues in Kosovo, with a focus on the four northern municipalities; takes an active part in the improvement of local good governance through providing policy, programmatic and legal advice in accordance with international standards;
  8. Provides support to the Section in the review of policies in the area of local governance (in northern Kosovo) for compliance with human rights and international good governance standards and principles;
  9. Contributes both to regular reporting mechanisms and to periodical analytical reports;
  10. Performs any other duties as assigned.
