General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Advanced degree in political science, public administration, law, government or equivalent professional experience
  • International experience in providing advice and designing capacity building programme for an executive or legislative branch of government or in an independent institution; alternatively, consulting experience in reorganizational projects in government environments
  • International experience in advising the legislative or executive branch of government on legislation development
  • International experience in capacity building of staff of legislative or executive branch of government or independent institutions
  • Project management experience with the ability to develop, implement and evaluate projects, including budgetary oversight
  • Strong drafting skills
  • Strong analytical and problem solving skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and within limited time frames
  • Professional fluency in the English language
  • Ability to operate Windows applications, including word processing and e-mail


  • Experience in working in an independent institution, ministry, or a legislative assembly
  • Knowledge of the political situation, legislative process, civil society and the legal system of the mission area
  • Knowledge of local languages
Tasks and Responsibilities

Under the direct supervision of the Chief of Governance Section in the Democratization Department, the Senior Programme Officer:

  1. Designs, implements, monitors, and evaluates projects related to the Assembly of Kosovo, central governance institutions and independent institutions; acts as a consultant to institutional management capacities of these bodies; tracks project activities with professional tools;
  2. Designs and implements activities to further strengthen the Assembly of Kosovo's co-operation and oversight of independent institutions in collaboration with media and civil society stakeholders;
  3. Provides advice and recommendations concerning the compatibility of the legal framework with recognized good governance standards;
  4. Co-ordinates project team members, liaises with other divisions or departments within the Mission, with other international organizations and non-governmental organizations in Kosovo, and with the relevant institutions, in central governance matters;
  5. Provides analytical reports on activities and outcomes;
  6. Directly supervises three staff;
  7. Performs other tasks as assigned.
