General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advance degree in political science, public administration, law, social sciences or equivalent professional experience
  • Experience in providing advice and designing capacity building programme to the executive, legislative branch of government or in an independent institution
  • Experience in advising the Legislative and Executive on legislation development
  • International field work experience in capacity building of independent institutions or legislative assembly
  • Project management experience with the ability to develop, implement and evaluate projects, including budgetary oversight
  • Strong drafting skills
  • Strong analytical and problem solving skills
  • Professional fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and within limited time frames
  • Ability to operate Windows applications, including word processing and e-mail

Desirable:

  • Demonstrated knowledge of internationally recognized standards applicable to Human Rights Institutions
  • Experience of working in an Ombudsperson office, an independent institution, or a legislative assembly
  • Knowledge of the political situation, legislative process, civil society and the legal system of the mission area
  • Knowledge of the local language or most common lingua franca spoken in the mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Central Assembly and Independent Institutions Section of the Democratization Department, the Senior Programme Officer:

  1. Designs, implements and evaluates projects of the Central Assembly and Independent Institutions related to support of the Ombudsperson Institution and other independent institutions;
  2. Designs and implements activities to further strengthen the Assembly of Kosovo's co-operation and oversight of independent institutions in collaboration with media and civil society stakeholders;
  3. Provides advice and recommendations concerning the compatibility of legal framework with recognized human rights and good governance standards, as required;
  4. Co-ordinates project team members, liaises with other divisions or departments within the OSCE, with other international organizations and non-governmental organizations, and with the relevant Kosovo institutions, in matters concerning Assembly oversight of independent institutions and activities of the Ombudsperson;
  5. Provides analytical reports on activities and outcomes as required;
  6. Performs other tasks as assigned
