General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous working experience in a programmatic/strategic planning role
  • Previous experience producing analytical papers
  • Previous international work experience and/or experience in field missions in Central Asia, Eastern Europe, and/or the Caucasus
  • Professional fluency in the English and Russian languages, both oral and written, including the ability to draft documents clearly and concisely
  • Proven work experience in project management: including development, budgeting, monitoring, implementation, and reporting (both narrative and financial)
  • Supervisory and management experience in an operational/active security/defence environment
  • Experience in dealing with senior military, anti-terrorism, and/or other high-level governmental officials
  • Strong analytical and negotiating skills with the ability to take corrective measures
  • Proven ability to establish contact and constructive relations with local population and officials
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Desirable:

  • Experience working with international organizations or NGOs in the development and delivery of security and defence initiatives
  • Extensive knowledge of regional political developments and issues related to military and terrorism-related issues in Central Asia
  • Working knowledge of the Kyrgyz language
  • Experience in negotiation/mediation
  • Experience participating in the construction and/or maintenance of physical stockpile storage sites for military use
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head, Politico-Military Unit, the Senior Politico-Military Officer:

  1. Establishes contacts and liaises with senior government officials of the Ministry of Defence and relevant anti-terrorism governmental bodies, relevant parliamentary committees, other officials dealing with security and defence issues, as well as with local authorities, universities, research institutions and non-governmental organizations (NGOs);
  2. Advises on the Centre's policy on security and defence matters as required;
  3. Develops, implements and monitors activities and projects related to Small Arms and Light Weapons (SALW), Confidence and Security-Building Measures (CSBM), and anti-terrorism;
  4. Monitors, analyzes and reports on political developments related to the aforementioned fields;
  5. Liaises with other OSCE field operations in the region;
  6. Supervises the current activities against security/defence requirements and develops reform initiatives as required;
  7. Prepares detailed schedules of project implementation, briefings, presentations in regard to the programme/projects on security/defence initiatives;
  8. Monitors and assesses the process of implementation of programme/projects;
  9. Identifies problems and shortcomings in the current dimensional activities and recommends possible solutions and improvements;
  10. Assists in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  11. Supervises four staff members;
  12. Performs other duties as required.
