Mandatory:
- Second-level university degree in history, international relations, political philosophy, political science, law or related fields;
- Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position;
- Experience in political affairs with international organizations, governments, or non-government organizations involved in quasi-diplomatic activities;
- Professional fluency in English and proven ability to write clearly and concisely;
- Experience in preparing analytical reports;
- Knowledge of regional political history and developments;
- Knowledge of the OSCE policies and principles;
- Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Flexibility and ability to work under pressure of deadline;
- Ability to operate Microsoft Windows applications, including word processing and e-mail.

Tasks and Responsibilities |
The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the countrys ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovinas governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.
Should you be selected for the position, you will be responsible for providing analyses on the political developments in the country and recommending issues for action to the Head of Policy and Planning regarding the necessary mediation and confidence building measures to further the achievement of the Missions objectives. You will be contributing to the development and implementation of Mission policies and strategies, with special attention to ensuring consistency and coherence between the Missions programmatic, political and public diplomacy goals. You will report directly to the Head of Policy and Planning.
As the Senior Political Adviser, should you be selected for the position, you will perform the following duties:
- Managing and co-ordinating the work of the Political Section;
- Providing strategic analysis of political issues, ensuring that trends and developments relevant to the Missions work are brought to the attention of the Missions Senior Staff members, through the Head of Policy and Planning;
- Contributing to policy discussions among the Mission Senior Staff members. This includes conducting research on selected topics of the Mission interest, drafting background and working papers, and policy briefings;
- Contributing to making recommendations on how the Mission might appropriately and efficiently focus its activities and tasks to take into account changes in the domestic political and economic landscape;
- Facilitating co-ordination and planning with Senior Information and Co-ordination Adviser and relevant staff in the programmatic departments, and with the Heads of Field Offices, to ensure strategic and operational cohesion between political and programmatic activities;
- Providing policy guidance and advice, where necessary, to the Missions mid-management officers, in order to address political obstacles to the achievement of the Mission objectives;
- Preparing briefings and other materials for the Head and Deputy Head of Mission, as requested;
- Representing the Mission at the events organised by other organisations. Delivering presentations to external audiences, on the political developments in Bosnia and Herzegovina;
- In co-ordination with the Head of Policy and Planning, maintaining regular contacts with domestic interlocutors to ensure BiH partners are informed of and engaged with the Missions activities and objectives;
- In co-ordination with the Head of Policy and Planning, maintaining close and regular contacts with counterparts in partner international organizations in order to inform the Mission of the plans and priorities of the international community and work towards joint strategic planning where possible.
