General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced university degree in international relations, political science, social sciences, development studies or related fields
  • Minimum six years of progressively responsible professional experience with political party development or relevant experience with political parties, legislatures or think-tanks, with a minimum of two years at an international level
  • Excellent management and supervisory skills, coupled with the ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions
  • Extensive political knowledge of the Western Balkan region and of Bosnia and Herzegovina (BiH), International agencies in BiH and their activities and mandates
  • Sound understanding and familiarity of the main functional areas of the OSCE Mission's mandate and knowledge of the OSCE policies, procedures, practices and organizational structure
  • Demonstrated ability to work in a multi-cultural, multi-ethnic environment and ability to maintain harmonious work environment and team spirit
  • Proven ability to plan and organize work to meet tight deadlines under stressful conditions
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals
  • Diplomacy and tact as well as the ability to convey difficult issues and positions to senior officials and other relevant partners
  • Demonstrated strong analytical and reporting skills
  • Ability to operate windows applications including word processing and email
  • Professional fluency in the English langauge, bothoral and written

Desirable:

  • Working knowledge of the BiH official languages is an advantage
 
 
 
 
Tasks and Responsibilities

Under the guidance and supervision of the Director of Policy and Planning (D/PPU), the incumbent provides analysis of political developments within Bosnia and Herzegovina and the impact these developments have on the work of the Mission. As far as internal management is concerned, the incumbent would also act as a deputy to the Director of Policy and Planning, performing a number of delegated tasks as well as acting duties in the absence of D/PPU. He/she contributes to the development and implementation of Mission policies and strategies, with special attention to ensuring consistency and coherence between the Mission's programmatic political and public diplomacy goals. Specific duties include:

  1. Manages and coordinates the work of the Political Officers in PPU and supervises two staff;
  2. Provides strategic analysis of political issues, ensuring that trends and developments relevant to the Mission's work are brought to the attention of the Mission's Senior Staff members, through the Director of Policy and Planning;
  3. Ensures that the Mission's Senior staff members are receiving timely and relevant information on political developments, including drafting, receiving and analysing regular political reports produced within the Mission and compiling regular updates on developments within Bosnia and Herzegovina, with a particular focus on implications for Mission programmes and activities;
  4. Contributes to policy discussions among the Mission's Senior staff members. This includes conducting research on selected topics of the Mission interest, drafting background and working papers, and policy briefings while ensuring that there is coherence between programmatic and political strands of the Mission's work;
  5. Provides policy guidance and advice, where necessary, to the Mission's mid-management officers, in order to address political obstacles to the achievement of the Mission objectives;
  6. In co-ordination with the Director of Policy and Planning, oversees the public policy of the Mission and monitors activities of the Press and Public Information Unit, ensuring their coherence with the Mission political objectives;
  7. Co-ordinates closely with the programme departments of the Mission regarding political developments, in an effort to ensure that programmatic activities take account of political aspects and realities;
  8. In co-ordination and co-operation with the Director of Policy and Planning, maintains regular contacts with domestic interlocutors, ensuring that the overall political environment is conducive to the achievement of the Mission¿s objectives;
  9. Initiates and sustains links with partner organizations to foster collaboration;
  10. In co-ordination with the Director of Policy and Planning, maintains close and regular contacts with counterparts in partner international organizations so as to inform the Mission of the organizations' plans and exchange planning information to ensure synergies in mutual activities and avoid duplication of efforts to the extent possible;
  11. Prepares briefings and other materials for the Head and Deputy Head of Mission, as requested;
  12. Represents the Mission at the events organized by other organizations; Delivers presentations to external audiences, on the political developments in Bosnia and Herzegovina;
  13. Performs other tasks as requested or required.
