General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

  Mandatory:

 

  • Advanced university degree in international relations, political science, social sciences, development studies or related fields
  • Minimum of six years of progressively responsible professional experience in political analysis or relevant experience with political parties, legislatures or think-tanks in a senior advisory role, of which two years should be in an international environment
  • Proven operational and managerial experience coupled with the ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions
  • Understanding of the political situation in Bosnia and Herzegovina
  • Knowledge of the International agencies in Bosnia and Herzegovina; and their activities and mandates
  • Demonstrated ability to work in a multi-cultural, multi-ethnic environment and ability to maintain harmonious work environment and team spirit
  • Proven ability to plan and organize work to meet tight deadlines under stressful conditions
  • Proven interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals
  • Diplomacy and tact; ability to convey difficult issues and positions to senior officials and other relevant partners
  • Demonstrated strong analytical and reporting skills
  • Professional fluency in the English language, both oral and written
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
  • Familiarity with the OSCE policies, procedures, practices and organizational structure
  • Sound understanding and familiarity of the main functional areas of the OSCE Mission's mandate
 
 
 
 
Tasks and Responsibilities

Under the guidance and supervision of the Director of Policy and Planning (D/PPU), the incumbent contributes substantively to PPU's (Policy and Planning Unit) responsibilities in the development and implementation of Mission policies and strategies, with special attention to ensuring consistency and coherence between the Mission's programmatic, political and public diplomacy goals. This role includes providing analysis of political developments within Bosnia and Herzegovina and the impact these developments have on the work of the Mission. Specific duties include:

 

  1. Manages and co-ordinates the work of the Political Officers and supervises two National Political Officers in PPU;
  2. Supports and advises the D/PPU and the Senior Representatives of the Head of Mission in co-ordinating the work of Political Officers in the field;
  3. Provides strategic analysis of political issues, ensuring that trends and developments relevant to the Mission's work are brought to the attention of the Mission's management, through the Director of Policy and Planning;
  4. Co-ordinates closely with the programme departments of the Mission regarding political developments, in an effort to ensure that programmatic activities take account of political aspects and realities;
  5. In co-ordination with the Director of Policy and Planning, supervises the public policy of the Mission and the activities of the Press and Public Information Section, ensuring their coherence with the Mission's political objectives;
  6. In co-ordination with the Director of Policy and Planning, maintains regular contacts with domestic interlocutors to ensure Bosnia and Herzegovina partners are informed of and engaged with the Mission¿s activities and objectives;
  7. In co-ordination with the Director of Policy and Planning, maintains close and regular contacts with counterparts in partner international organizations in order to inform the Mission of the plans and priorities of the international community and work towards joint strategic planning where possible;
  8. Prepares briefings and other materials for the Head and Deputy Head of Mission, as requested;
  9. Represents the Mission at external events; delivers presentations to external audiences on political developments in Bosnia and Herzegovina;
  10. Performs other tasks as requested or required.
