General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

 

  • Knowledge of regional political history and developments
  • Experience in planning and co-ordination, preferably in international organizations
  • Proven diplomatic skills and experience in political liaison
  • Experience in project management and handling public information issues
  • Ability to operate windows applications, including word processing and e-mail
  • Excellent oral and written communication skills
  • Professional fluency in English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and within limited time frames.

 

Desirable:

 

  • Previous working experience in the host country and/or in South Eastern Europe
  • Knowledge of the local language or the most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Mission (HOM), the Senior Policy and Planning Officer:

 

  1. Advises the Head of Mission Office's on policy and planning issues;
  2. Provides recommendations to senior management and Programme Managers on theprogress and potential problems facedin the implementation of the Mission's mandate, goals and objectives;
  3. Under the guidance of Deputy Head of Mission (DHoM), co-ordinates preparatory work and compile tothe Programme Outline and advises HoM and DHoM on progress in meeting the goals and objectives of the Mission's programmes, as set out inthe Programme Outline and Unified Budget;
  4. Liaises externally with the international community regarding projects implemented in the host country and provides recommendations to the Mission's Programmes in order to foster co-ordination in the matter;
  5. Serves as the Mission's focal point for Public Information issues;
  6. Supports the Programmes in fundraising and is in charge of inter-programme co-ordination within the Mission;
  7. Supports HoM in co-ordinating the Mission's relations with the host country's Ministry of Foreign Affairs (MFA)and serves as the liaison person with MFA's officials;
  8. Performs other duties as assigned
