General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Substantial experience in police management in a diversity of subjects at all levels including senior command level
  • Substantial knowledge and experience in fight against terrorism and organized crime in a managerial role
  • Experience in working for a recognized law enforcement agency in planning and organizing police training courses
  • Facilitation, coaching, mentoring and mediation skills; problem-solving capacity
  • Effective oral and written communication and presentation skills
  • Cultural sensitivity and judgment
  • Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint)
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity

Desirable:

  • Previous work experience with OSCE or other similar international organizations working in police reform projects
  • Work experience in the management of police departments dealing with fight against terrorism and/or fight against organized crime
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Police Development Unit's Chief of Police Training, the Senior Police Training Adviser:

  1. Assists the Chief of Police Training and Ministry of Interior officials in analyzing training needs, development, implementation and evaluation of police training strategies in line with Mission's mandate and its available resources;
  2. Provides recommendations to the Chief of Police Training and Ministry of Interior officials in developing, managing and evaluating police training projects related to policing including fight against terrorism and/or fight against organized crime;
  3. Advises on the establishment of a sustainable structure for the development and implementation of police training programs for mid- and senior management;
  4. Supports the implementation of the Unit's projects related to police reform;
  5. Delivers training, co-training, coaching and mentoring to national police trainers consistent with the OSCE principles and best practices;
  6. Organizes, facilitates or participates in training related meetings or working groups with national and international partners, reporting through the established channels, following the Mission's standard procedures and guidelines;
  7. Ensures that human rights standards, police ethics and gender equality and other internationally recognized principles are integrated into all police curricula and training programs;
  8. In the absence of the Chief of Police Training, undertakes his/her duties and assumes his/her responsibilities;
  9. Supervises the work of three staff;
  10. Performs other duties as required;
