General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Police administrative courses in relevant field and specialized subject area

 

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Progressively senior police experience, with proven management and leadership skills, with a minimum of 10 years as a senior police officer
  • Extensive knowledge of crime and criminal intelligence gathering and analysis with a demonstrable capacity for identifying, analysing and proposing solutions to policy issues
  • Excellent oral and written communication skills including the ability to draft reports
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, while maintaining impartiality and objectivity
  • Professional fluency in the English langauge
  • Ability to operate all windows applications, including e-mail

 

Desirable:

  • Prior international policing experience in the areas of anti-trafficking, illegal migration, organized crime, border management, and training and development
  • Familiar with the concept of community policing

 

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of the Security Co-operation Department, the Senior Police Adviser is responsible for strategic policing issues and performs the following specific responsibilities:

  1. Carries out needs assessment programmes to ascertain State Police assistance requirements and then assists in development and implementation with the relevant strategies in line with international standards;
  2. Sets priorities and develops policy guidelines for all Presence related police assistance activities;
  3. Supervises the National Border Management Officer on all related issues;
  4. Provides reports on relevant policing matters to the Head of the Department;
  5. Develops contacts with senior representatives from the Ministry of the Interior, senior state police personnel; international police missions and the wider international community; as well asNGOs in order to co-ordinate police assistance programmes;
  6. Maintains contact with the Presence's Project Offices to ensure the ongoing co-ordination of all police related activities;
  7. Performs other related duties as assigned.
