Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

The Office of the Secretary General (OSG) provides general services to the Secretary General (SG), the Chairperson-in-Office and the participating States. It groups service-oriented offices (Legal Services, Conference and Language Services, the Prague Office and Central Records Management), and policy-oriented offices (Communication and Media Relations, External Co-operation, Gender Affairs) as well as Security Management and Executive Management. The OSG also ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of the Executive Management Section.

 
 
 
 
Tasks and Responsibilities

The Senior Planning and Policy Officer will co-ordinate and direct the work of the Secretary General's cabinet, under the supervision of the Secretary General in close co-ordination with the Director, Office of the Secretary General. More specifically, the Senior Planning and Policy Officer will be responsible for:

  • Providing advice to, assisting and, as necessary, representing the Secretary General in relation to his/her institutional activities;
  • Following up on the implementation of instructions and decisions of the Secretary General, the Chairmanship and relevant decisions of the participating States (pS); establishing tasks and overseeing its co-ordination within the Secretariat;
  • Engaging in co-ordination processes when instructed and when the decision of the Secretary General requires follow-up and interaction with other departments and institutions; ensuring timely, efficient and effective information flow between the Secretary General and the rest of the Organization, and in between the departments and executive structures; ensuring that respective departments' inputs are taken into account, while effectively facilitating work towards a common approach;
  • Acting as a focal point for liaising with the Chairmanship on all relevant issues pertaining to the functions of the Office of the Secretary General;
  • Serving as a focal point for pS, institutions and other partners on organizational issues and ensuring effective communication with them in cases of the Secretary General's unavailability; screening, reviewing and commenting on all incoming correspondence and proposals submitted to the Secretary General;
  • Supporting the work of the Secretary General by assisting in the development and maintenance of a focused work agenda;
  • Co-ordinating the work of service-oriented units included in the OSG (Conference Services, Legal Services, Document Distribution and Prague Office) and managing their interrelations; ensuring that programme activities are carried out in a timely, efficient and effective fashion; exercising management and oversight functions in relation to the respective units;
  • Providing support to the Secretary General in executing his/her role as the Chief Administrative Officer of the Organization, particularly with regard to implementing sound financial management and performance-based programming; preparing and reviewing budget submissions;
  • Co-ordinating work on horizontal issues of administrative, budgetary and human resources matters impacting on respective activities of the OSCE, in consultation with relevant actors within and outside the Secretariat;
  • Constantly reviewing and seeking opportunities for improving working processes and practices in the Secretariat to ensure efficiency and effective information sharing;
  • Reviewing and clearing reports and other written submissions prepared by the Secretariat intended for circulation to pS and performing other related duties as required.
 
 
 
 
Necessary Qualifications
  • Advanced university degree in political science, international relations, business administration, law or a related field;
  • A minimum of ten to twelve years of progressively responsible experience, including experience with policy advice, senior managerial and co-ordination responsibilities in government or international administration;
  • Strong analytical and drafting skills; resourcefulness, initiative and sound judgment;
  • Excellent communication, presentation and diplomatic skills;
  • Professional fluency in English, with excellent communication and drafting skills; knowledge of other OSCE working languages is an asset;
  • Demonstrated managerial and team-leading skills;
  • Computer literate including experience with Microsoft applications;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
