General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven working experience in the field of combating organized crime and transnational threats
  • Very good knowledge of organized crime as a phenomenon and practical experiences in interview techniques, crime case documentation and supervision of serious and organized crime investigations
  • Proven experience in the management of serious and organized crime training courses for capacity building purposes and evaluation of their effectiveness
  • Ability to provide high quality technical advice in the development of programmes, methodologies and policies with a view to improving the practical implementation of serious and organized crime training courses
  • Evidence of training supervision, both as a certified police trainer/instructor and as a manager of training
  • Proven experience in project management (planning, designing, budgeting, management, evaluation)
  • Ability to design, co-ordinate and implement serious and organized crime training strategies, training plans and support for police
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Experience in analyzing, drafting, reporting and presentation skills
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Previous liaison experience with non-law enforcement organizations (e.g. local and/or central governmental agencies, social service bodies, non-governmental organizations)
  • Proven experience in delivery of train the trainer courses on specialized subject area
  • Proven experiences in financial investigations including fighting corruption and economic crimes
  • Knowledge of regional political history and developments
  • Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local authorities
  • Previous experience working in a capacity building role in South Eastern Europe
  • Knowledge of OSCE principles, structures, institutions, field activities and commitment
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Organized Crime Advisory Section, the Senior Organized Crime Adviser performs the following duties:

  1. Oversees, analyses and reports on systemic serious and organized crime training aspects and provides assistance and advice, utilizing on-site visits and analysis of reports/records (e.g., court records, inspectorate reports, assessment reports, existing strategies etc.);
  2. Liaises with the local, international and government agencies to assist agreed joint strategies and action plans through governance and a delivery model.
  3. Supervises, assesses and evaluates (reaction level, training level and performance level) all aspects of the Trainer Development Training as well as serious and organized crime training, ensuring high quality of instruction and interpretation;
  4. Takes remedial action with regards to training materials, lesson plans, train the trainers and curriculum development;
  5. Arranges the design and delivery of new programmes (sourced internally or externally) on a project management basis;
  6. Provides subjects matter expertise to be used in drafting relevant curricula according to the training needs of the beneficiaries;
  7. Assists in the co-ordination of donor efforts in developing the serious and organized crime training;
  8. Designs and conducts advanced and specialized training programmes on the subject matter with train the trainers methodology according to the training needs of the beneficiaries;
  9. Provides advice and assistance on development of local and regional strategies to deal with countering organized crime and terrorism using contemporary investigation methods;
  10. Liaises closely with the responsible counterparts in OSCE Headquarters Vienna and neighboring OSCE field missions as well as local and international stakeholders to assist in the further development of effective serious and organized crime training;
  11. Attends training seminars and courses relevant to her/his post as required by the Mission;
  12. Drafts thematic, analytical and performance reports;
  13. Performs other duties as assigned.
