General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Police administrative courses in relevant field and specialized subject area


Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Proven experience in the implementation and management of criminal intelligence related training courses for capacity building purposes, respective training needs assessments and evaluation of their effectiveness
  • Strong evidence of developing, managing, implementing and evaluating of criminal intelligence and/or Intelligence Led Policing (ILP) programmes and concepts
  • Proven experience in project management (planning, designing, budgeting, management, evaluation)
  • Ability to design, co-ordinate and implement developmental strategies, action plans and training plans to support Kosovo Police in the respective area of policing
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Professional analysing, drafting, reporting and presentation skills
  • Professional knowledge in operating Windows applications and e-mail


  • Proven experience in the delivery of train the trainer courses on specialized subject area
  • Knowledge of regional political history and developments
  • Knowledge of OSCE principles, structures, institutions, filed activities, and commitments
  • Practical experience and/or working knowledge of EU/EC bodies, EULEX, UN, NATO/KFOR, as well as local institutions
  • Previous experience working in a capacity building role in South Eastern Europe
Tasks and Responsibilities

Under the direct supervision of the Chief of Serious and Organized Crime Section, the Senior Organized Crime Adviser (Criminal Intelligence) performs the following duties:

  1. Conducts analysis of information, statistics and data to identify needs of Kosovo Police in the area of criminal intelligence and Intelligence Led Policing (ILP), recommends the course of action to be taken and implements this action, when required;
  2. Develops and implements comprehensive criminal intelligence and ILP training programmes for the Kosovo Police to strengthen the skills of police officers at all levels, including special training needs assessments;
  3. Provides advice and assistance on developing of strategies, action plans and training plans to deal with criminal intelligence and ILP by using contemporary investigation methods;
  4. Assists, mentors and supports the Kosovo Police in criminal intelligence related police activities and initiatives;
  5. Supports Kosovo Police in the implementation of ILP, ensuring that the community policing agenda is incorporated, through workshops, training and presentations;
  6. Supervises and evaluates the criminal intelligence project implementation to ensure efficiency and effectiveness;
  7. Drafts project documents and implements projects (sourced internally or externally) through all the stages of the project management cycle, based on the OSCE Project Management Tool Kit;
  8. Liaises closely with the responsible counterparts in the OSCE Secretariat, other OSCE field missions, as well as local and international stakeholders;
  9. Drafts thematic, analytic and performance reports;
  10. Attends seminars, workshops, conferences and courses relevant to her/his post as required by the Mission;
  11. Provides supervision, oversight and guidance to three staff;
  12. Performs other duties as assigned.
