General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience as a team leader in an international working environment
  • Certified training in communications, personal protection including mine awareness, map reading and first aid required
  • Knowledge of the political-military history and recent developments in the mission area
  • Knowledge of potential religious, security, education, civil society and minority issues in the region
  • Ability to quickly establish contact and constructive relations with local population and officials
  • Good analytical and organizational skills
  • Professional fluency in the English language
  • Cultural sensitivity and judgement
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and within limited time frames
  • Ability to operate computer windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Experience in off-road driving
 
 
 
 
Tasks and Responsibilities

Under the direction of the Chief of Monitoring, the Senior Monitoring Officer:

  1. Assists the Chief of Monitoring in co-ordinating and providing relevant guidelines to the Monitoring Unit (MU) teams deployed in his/her AoR  and ensures harmonised functioning of the team as a whole; assists in developing policy in the areas of interest of the Monitoring Unit;
  2. Ensures that other Monitoring teams deployed in his/her AoR  are operating in line with standard operating procedures and instructions;
  3. Monitors specific issues that develop in the relevant AoR, and is involved in core activities of the Monitoring Unit;
  4. Provides specialised expertise and analysis in relevant areas of work;
  5. Co-ordinates with other departments of the Mission on relevant thematic activity issues and conducts briefing for other programmes;
  6. Provides internal training and mentoring to new members in the Monitoring Unit;
  7. Supervises the work of 2 international and 5 national staff;
  8. Performs other duties as required.
