General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience working within a national judicial system, in particular in the areas of civil litigation/procedure, capacity building of bar associations and/or litigation mediation and settlement
  • Experience in designing and implementing judicial and legal reform projects, especially in relation to capacity building of the judiciary
  • Knowledge of international and/or European standards and norms relevant for the judicial reform
  • Experience in policy formulation, project/programme management and co-ordination with donors and implementing agencies
  • Professional fluency in the English language, both oral and written
  • Good drafting skills and the ability to tailor the reports and presentations to the needs of specific audience
  • Ability to operate windows applications including word processing and email
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Flexibility and ability to work under pressure and with limited time frames
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Rule of Law and Human Rights, the Senior Legal Adviser will:

  1. Plan, develop and implement the Private Law Unit's programme and projects in accordance with the Mission's mandate and Department's objectives aimed at supporting Serbia's reform of civil procedure and alternative dispute settlement;
  2. Draft strategic proposals to advise the government and the judiciary on reform steps in the area of civil procedure;
  3. Formulat activities to promote judicial and legal reform and to help implement the legislation falling under the Mission's mandate;
  4. Advise the Head of the Department and the Mission's management on the Mission's priorities, policies and interventions in the area of the Unit's competencies;
  5. Ensure effective management, supervision and control of the OSCE funds, including extra-budgetary funds related to the Private Law Unit's programme;
  6. Prepare reports and analysis of relevant laws, by-laws and legal practices, including the judicial framework, taking especially into account the compliance with relevant human rights standards, national legal system and international standards/best practices;
  7. Deliver speeches, briefings and presentations; attend and represent the Unit at various events;
  8. Liaise and maintain effective relations with the Unit's interlocutors, government officials, international organizations and civil society representatives to ensure the best use of OSCE resources, compatibility of projects and a co-ordinated approach;
  9. Ensure that the civil procedure reform component is synergetic with other interventions of the Mission; co-ordinate the work of the Unit with other Mission's Units/Departments;
  10. Supervise the work of two national staff;
  11. Perform other duties as assigned.
