General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology
  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Good analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree, preferably in International Relations, Communications, Public Relations, Human Rights, Political Science or related field
  • Minimum 6 years of progressively responsible and relevant professional experience, gained preferably at the middle management level in international organizations or field missions based within transition or developing countries
  • Excellent communication (spoken, written and presentation) skills, including ability to tailor language, tone, style and format to match varying audiences and purposes
  • Experience with project writing and project implementation, preferably of fairly complex initiatives
  • Demonstrated capacity to rapidly produce, and/or conduct high quaility substantive editing of, reports, publications and other information materials
  • Good understanding of the mandate and work of the OSCE, especially within the broad fields of rule of law, human rights and governance and of the institutional landscape in Bosnia and Herzegovina and the overall political situation
  • Excellent organizational skills, with ability to work under pressure and to manage, undertake and provide guidance for the completion of multiple tasks having extremely short timelines
  • Experience with project writing and project implementation, preferably of fairly complex initiatives
  • General ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff
  • Professional fluency in written and spoken English
  • Professional proficiency using Microsoft Office computer applications

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Director of the Human Dimension Department (HDD), the Senior Information and Coordination Officer is the principal staff member responsible for the coordination of the Department`s information, reporting and project planning and evaluation activities. The Senior Information and Coordination Officer is also responsible for providing advice related to reporting, external communication and related issues to the Director and Deputy Director of the Human Dimension Department Management. The Senior Information and Coordination Officer supervises the Human Dimension Department's Information and Coordination Unit. Specific duties include:

  1. Coordinates the day to day activities of the Information and Coordination Unit. This includes all activities related to project planning and evaluation, drafting and clearance of internal and external reports, external publications and multimedia projects, cooperation between the Mission's Press and Public Information (PPI) Unit, Head Office project teams and Field Offices and ensuring that the programmatic work of the Human Dimension Department is properly promoted to external audiences;
  2. Works to ensure better promotion of the work of the department, and the Mission as a whole, to both internal and external audiences; strengthening of Head Office and Field Office liaison, cooperation and information dissemination particularly as regards reporting and public information; and general improvement of departmental information management;
  3. Coordinates the development of improved information tools (manuals, PowerPoint presentations, information leaflets, intranet, website and others) that both educate internally regarding appropriate procedures and mechanisms, and promote externally regarding departmental programmatic activities;
  4. Suggests and develops guidelines that improve and streamline procedures related to reporting and public information;
  5. Coordinates the development, preparation, publication and dissemination of reports, external publications and other information materials on HDD programmatic activities;
  6. Advises and assists in the development and maintenance of an effective link between the public information and reporting functions of the department and the Mission's Press and Public Information, and Policy and Planning Units;
  7. Provides technical guidance to project managers on project development; budget requests and gender mainstreaming;
  8. Identifies and shares good practice examples of project and advocacy activities;
  9. Supervises six staff members;
  10. Performs other duties as required.
