General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • University degree in law, political science, international relations or related field;
  • Experience in drafting reports;
  • Good knowledge of international and European human rights standards;
  • Previous international work experience and/or experience in field missions, preferably in the area of human rights and reporting;
  • Strong analytical and problem-solving skills;
  • Strong interpersonal, motivational and communication skills;
  • Professional fluency in written and spoken English;
  • Excellent command of standard office computer applications (including Microsoft Word, Excel, PowerPoint);
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated cultural sensitivity and judgment to local conditions and communities;
  • Flexibility and ability to work under pressure and with limited time frames.


  • Knowledge of the regional political situation and the legal system of the mission area;
  • Knowledge of the principles of gender mainstreaming;
  • Experience in negotiation and mediation.
Tasks and Responsibilities

Under the direct supervision of the Chief of Analysis and Reporting Cell (ARC) within the Department of Human Rights and Communities, the incumbent will perform the following duties:

  1. Reviews documents to ensure the accuracy of the Department's legal, human rights and policy analysis;
  2. Ensures quality control of the Department's documents, reports and correspondence for consistency and compliance with OSCE standard regulations and policies;
  3. Support the Chief of ARC and Directors in drafting and co-ordination of programme cycle documents;
  4. Provides guidance to the Department's programmatic section on weekl and/or monthly basis and other thematic reports of the Department;
  5. Reviews and supports the work of Departmental international and local staff members;
  6. Provides analysis and advice, particularly on assessing compliance with human rights and international standards;
  7. Liaises and co-ordinates tasks and clearance with the Mission's other units or deparments;
  8. Develops analytical and/or report-related procedures or mechanisms identified within the Department;
  9. In the absence of the Chief of the Analysis and Reporting Cell the incumbent performs his/her duties; and
  10. Performs other duties as assigned.
