General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree in law, political science, international relations or equivalent professional experience
  • Previous experience in drafting reports
  • sound knowledge of international human rights standards
  • Previous international work experience and/or experience in field missions, preferably in human rights law
  • Knowledge of the regional political situation and the legal system of the mission area
  • Strong analytical and problem-solving skills
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated cultural sensitivity and judgment to local conditions and communities
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Knowledge of international and European legal standards
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Analysis and Reporting Cell within the Human Rights and Communities Department, the Senior Human Rights/Legal Adviser:

  1. Reviews and ensures quality control of documents, reports and correspondence produced by various programmatic sections of the Department as part of the first level Departmental clearance;
  2. Ensures smooth clearance procedure in co-ordination with all actors in the clearance chain;
  3. Produces weekly, monthly and other thematic reports of the Department in co-operation with other units within the Department;
  4. Reviews and supports the work of Departmental international and local staff members;
  5. Provides analysis and advice, particularly on assessing compliance with human rights and international standards;
  6. Liaises and co-ordinates with other Mission's units or departments;
  7. Develops analytical and/or report-related procedures or mechanisms identified within the Department;
  8. In the absence of the Chief of the Analysis and Reporting Cell the incumbent performs his/her duties;
  9. Performs other duties as assigned.
