General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in local government support, political affairs, civil society development and governance, legal affairs, human rights or anti-trafficking and anti-corruption issues
  • Experience in liaising with governmental and non-governmental organizations
  • Diplomatic and negotiating skills
  • Familiarity with the regional political environment and its implications for the Centre
  • Demonstrated experience in project development, design, implementation and/or related activities
  • Professional fluency in the English language, both oral and written
  • Excellent drafting and writing skills as well as strong communication skills
  • Flexibility to adapt to changing circumstances and to respond to emergency situations
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the Russian, both oral and written
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Previous international work experience and/or experience in field missions
  • Working knowledge of Kyrgyz
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Head of Centre (HoC) and the Deputy Head of Centre (DHoC), the Senior Field Representative of the Head of Centre:

  1. Fulfils the role of a Chief Reporting Officer and early warning focal point covering the provinces in the south of Kyrgyzstan, including the co-ordination and synthesis of inputs from the Centre's staff based in those provinces;
  2. Supports Programme Officers in the Osh Field Office in the implementation, monitoring and controlling of their activities upon request;
  3. Makes recommendations to the senior management regarding the coherence and relevance of the Centre in Bishkek's programmatic objectives in light of changing local circumstances;
  4. Directs and supervises the work of the Batken Field Office and the Local Programme Co-ordinator in Jalal-Abad;
  5. Chairs regular co-ordination meetings with all staff based in the south of Kyrgyzstan;
  6. Maintains regular contact with key Government, political, civil society and International actors in southern Kyrgyzstan;
  7. Represents the Centre, as appropriate, at public events, ceremonies, and other such ceremonial and diplomatic occasions in southern Kyrgyzstan;
  8. Supervises a number of three staff;
  9. Performs other duties as required.
