General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Previous experience at a relevant managerial level
  • Previous experience of working with results-oriented strategic planning and budgeting in all phases of project management and evaluation
  • Strong reporting, presentation, communication and drafting skills; ability to produce comprehensive analytical reports including previous international work experience in this area
  • Excellent organizational skills, diplomatic and negotiating skills
  • Demonstrated ability to lead a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail


  • Knowledge of the local language or most common lingua franca spoken in the mission area (Tajik, Persian or Russian)
  • Experience of working in Central Asia and/or knowledge of the region
  • Knowledge of OSCE principles and commitments, the OSCE competency model and the OSCE common regulatory management system (CRMS)
  • Previous international work experience and/or experience in field missions
Tasks and Responsibilities

Under the overall supervision of the Head of Office (HoO) and direct supervision of the Deputy Head of Office (DHoO), the Senior Executive Officer performs the following duties:

  1. Supports senior management on all matters related to strategic planning; analyzes and evaluates processes with the aim of enhancing  programmes within the OSCE Office in Tajikistan and developing best practices in this respect;
  2. Supervises, supports and co-ordinates the work of all units and services under the Office of the Head of Office Programme and five Field Offices;
  3. Under the direction of the DHoO and in close co-operation with Heads of Departments and the Chief of Finance and Administration, ensures the timely completion of the annual planning and evaluation processes including the Programme and Project Implementation Plans, Project Implementation Reports and the regular Programme Implementation Review;
  4. Requests, collates and consolidates input for policy and planning documents, and project reports for DHoO and HoO;
  5. Advises and provides technical support to the HoO, DHoO and Programme Managers on the technical aspects of the development, implementation, monitoring and evaluation of project activities within the Office's thematic programmes as well as extra-budgetary projects;
  6. Serves as a Project Manager for all project activities carried out under the Office of the Head of Office Programme;
  7. Liaises, co-ordinates and supports co-operation between the OSCE and parliamentary, governmental and non-governmental actors, as well as other international partners in Tajikistan;
  8. Supports co-ordination and communication with the other OSCE field operations in Central Asia;
  9. Directly supervises three international and seven national staff members in the performance of their duties;
  10. Performs other duties as required.
