Mandatory:
- Advanced university degree in public administration, political science or similar relevant field
- International field work experience in monitoring, reporting and policy-making
- Proven experience in project cycle management
- Knowledge of and solid experience in good governance principles and strong familiarity with the European Charter of Local Self Government
- Knowledge of and solid experience in democratization issues (media, elections) and public participation in decision making, in particular with women, youth, and civil society
- Staff management experience and team-building ability
- Strong analytical and problem solving skills
- Demonstrated ability and willingness to work as team member, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Cultural sensitivity and judgment
- Flexibility and ability to work under pressure and within limited times frames
- Professional fluency in the English language and the capability to draft documents under pressure and within short deadlines
- Ability to operate Windows applications, including word processing and e-mail
Desirable:
- Knowledge of local languages
- Knowledge of the regional political situation and legal system of the mission area

Tasks and Responsibilities |
Under the direct supervision of the Regional Centre Director and the Deputy Director of the Democratization Department, the Senior Democratization Officer:
- Forms the senior management of the Regional Centre (RC), together with the Director, Deputy Director and the Senior Human Rights Officer;
- Liaises with the senior management of the RC and the management of the Democratization Department on all monitoring and project activities in the area of responsibility;
- Executes and supervises specific monitoring tasks in relation to local governance, media, elections, participation of women, youth, and civil society in decision making, and other issues as assigned;
- In close co-operation with the Senior Human Rights Officer, supervises programmatic staff in the Regional Centre as assigned;
- Executes and supervises the implementation of projects in close co-operation with the Senior Human Rights Officer;
- Compiles regular reports on democratization activities and submits those reports to the Regional Centre Director, to the Democratization Department's senior management and to other relevant staff; drafts spot reports on the request of the Regional Centre Director or the Department;
- Ensures close co-ordination and co-operation with the Field Activities Co-ordinator in the Democratization Department, in the framework of the Field Co-ordination in Headquarters, and with the Field Coordination Officer in northern Kosovo, to ensure fair utilisation of capacities in the field; responds to requests of the Department and ensures realization of tasking requested by programmatic Sections;
- Facilitates the work of other professional and support staff in the RC;
- Performs other duties as assigned.
