Mandatory:

Knowledge of good governance principles, particularly, familiarity with the European Charter of Local Self Government

International field work experience in monitoring, reporting and policy-making

Tasks and Responsibilities |
Under the direct supervision of the Director of the Regional Centre (RC) and the Deputy Director of the Human Rights and Communities Department, the incumbent works within one of the five Regional Centres of the OSCE Mission in Kosovo. The Senior Democratization Officer:

Forms the Management of the Regional Centre, together with the Director and the Senior Human Rights Officer;

Liaises with the Management of the RC on all monitoring activities in the area of responsibility. Performs specific monitoring tasks in relation to local Good Governance, Human Rights and other issues as assigned;

In close co-operation with the Senior Human Rights Officer, supervises 24 programmatic staff in the Regional Centre as assigned;

Executes and supervises the implementation of monitoring instructions received from Headquarters through the Director of the RC in close co-operation with the Senior Human Rights Officer;

Compiles regular reports on activities of all staff of the Department located in the RC, and submits those reports to the Director of the RC and to relevant staff of the Department in the Headquarters; drafts spot reports upon request of the Director or Department;

Ensures close co-ordination and co-operation with Field Co-ordination in Headquarters to ensure fair utilisation of capacities in the field; responds to requests of the Department and ensures realization of tasking requested by programmatic Sections;

Facilitates the work of other professional and support staff of the Department in the RC;

Assists and co-ordinates the implementation of projects in the field;

Performs other duties as assigned.
