General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Advanced degree in a relevant field

Experience:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven experience in the implementation and management of community policing and community safety training courses for capacity-building purposes and evaluation of their effectiveness
  • Evidence of developing, managing and implementing training as well as analysis of training needs and evaluation
  • Clear understanding of International Human Rights standards together with their implications, with regards to public security and safety operations and development
  • Proven experience in project management (planning, designing, budgeting, management and evaluation)
  • Ability to design, co-ordinate and implement developmental strategies and training plans to support community safety agencies/platforms and related security service partners
  • Flexibility and ability to work under pressure and within limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity
  • Analyzing, drafting, reporting and presentation skills
  • Professional fluency in the English language, both oral and written
  • Ability to operate Windows applications, including word processing and email

Desirable:

  • Police/military background
  • Previous liaison experience with non-law enforcement organizations (e.g. local and / or central governmental agencies, social service bodies, and non-governmental organizations)
  • Knowledge of regional political history and development
  • Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local authorities
  • Previous experience of working in a capacity-building role in South Eastern Europe
  • Knowledge of OSCE principles, structures, institutions and field activities and commitment
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Community Safety Development Section, the Senior Community Policing Officer, Security, performs the following duties:

  1. Represents the Department in all forums related to community policing to ensure co-operation, communication and implementation of the best practice on community safety initiatives throughout Kosovo;
  2. Provides oversight and guidance to the Community Safety Development Section (CSDS) Team in their support of the capacity-building efforts of the Municipal Community Safety Councils (MCSCs);
  3. Implements the field activities of the Section as they conduct informal interviews and discussions with municipal, police and community leaders to assess current community conditions, attitudes, and relationships relating to police and readiness for community policing;
  4. Develops and implements comprehensive community-policing training programs for police officers assigned to community policing throughout Kosovo;
  5. Builds community policing capacity for mid-level ranking police officers by developing and delivering training courses on community oriented policing;
  6. Develops, monitors and/or modifies Community Safety courses to build sustainability for the various community safety forums;
  7. Liaises closely with responsible counterparts in the OSCE Secretariat in Vienna and neighbouring OSCE field missions as well as local and international stakeholders;
  8. Drafts thematic, analytic and performance reports;
  9. Provides supervision and guidance to two staff;
  10. Performs other duties as assigned.
