General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in the area of change management and democratic policing principles
  • Solid working experience in the area of problem oriented policing, public security management in a multi-ethnic environment
  • Solid experience in project management and implementation
  • Sound knowledge of international standards of police ethics and professional standards
  • Professional fluency in the English language and working knowledge of the Russian and/or a Turkic language
  • Strong analytical, organizational, and strategic problem-solving skills, as well as communication and reporting skills
  • Ability to establish and maintain a good working relation with national and international actors
  • Cultural sensitivity and judgement
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Prior field experience with UN, OSCE or similar international organization
 
 
 
 
Tasks and Responsibilities

Under the joint supervision of the Ministry of Interior (MOI) and the Head of the Community Security Initiative (CSI), the Senior Advisor to the Ministry of Interior:

  1. Advises and supports the MOI in the application of international police ethics and professional standards and internal controlling mechanism;
  2. Advises and supports the MOI with respect to international experience and standards in the area of multi-ethnic policing;
  3. Advises and supports the MOI on change management and monitoring strategies mainly in the area of police reform;
  4. Implements agreed co-ordination tasks with respect to CSI, OSCE Police Reform Programme and the MOI;
  5. Supports and advises the MOI in its co-operation with national and international organizations;
  6. Supports and advises the MOI in its public relation management with respect to its positive change agenda;
  7. Regularly reports to the MOI on progress achieved and constraints met;
  8. Performs other duties as agreed with the MOI.

Note: The Community Security Initiative (CSI) project is envisaged to run until 31 December 2012.
