General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven project management experience, including planning and strategic development, budgeting and evaluation of effectiveness techniques, audit and review;
  • Significant and sustained experience in investigation, analysis, policy development;
  • Capacity-building in major crime investigation or cross-border criminality as it affects south-eastern Europe; 
  • Knowledge of the major security/criminal challenges in south-eastern Europe;
  • International police co-operation experience;
  • Excellent drafting and analytical skills;
  • Professional fluency in the English language, both oral and written;
  • Excellent communication skills;
  • Experience in liaising with specialized local and international agencies and bilateral donors;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Ability to operate Windows applications including word-processing and e-mail.

Desirable:

  • Bachelor's  degree or equivalent in a relevant field;
  • Prior international experience in security sector or public sector development and reform;
  • Previous strategic experience in multi-agency community engagement initiatives;
  • Knowledge of regional political developments, legislative and security sector reform issues in Albania (or the region);
  • Ability to identify, analyse emerging security problems and propose solutions.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head, Security Cooperation Department, the selected candidate will liaise with the Ministry of Interior Affairs, State Police, as well as other law enforcement and security agencies to provide advice on the development of strategic and tactical standards, policy assistance and project support in community policing, crimeprevention and trans-national investigative processes. The Security Sector Development Officer will be responsible for the following:

  • Carrying out needs assessment/s to ascertain requirements for law enforcement and other security sector assistance programmes. Also assisting in designing and implementing sustainable development strategies in line with international standards;
  • Setting priorities for, and developing, with others, policy guidelines for all Presence-related Security Sector development activities;
  • Drafting and submitting reports on relevant security sector development matters to the Head of the Department;
  • Co-ordinating with other Departments within the OSCE Presence in Albania, to ensure coherent cross-dimension project development and activity;
  • Liaising with other OSCE field operations and  relevant international policing partners on security sector issues as required;
  • Co-ordinating security sector, law enforcement and public safety development programmes by developing contacts and working relationships with senior representatives from the Ministry of Interior Affairs, the State Police, other relevant Ministries and agencies, Regional international police missions, the wider international community and NGOs to develop, implement and assist with the implementation and monitoring of training projects/initiatives that respond to policing needs as identified by the OSCE, in cooperation with national and international partners, within the mandate of the Mission and its available resources;
  • Ensuring that local security sector accountability and gender aspects are included in the advice offered and projects developed by  thePresence assistance programme;
  • Performing other related duties as assigned.
