General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

  • Professional experience with security-related matters in military/police field operations
  • Ability to design, co-ordinate and implement developmental strategies and training plans to support community safety agencies/platforms and related security service partners
  • Experience with security plans and warden system
  • Ability to read maps
  • Knowledge of current political situation in the country
  • Professional fluency of the English language
  • Ability to operate windows applications, including word processing and email
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames


  • Knowledge of spoken and written Russian and other local languages would be an asset
  • Knowledge of recent history of the region
Tasks and Responsibilities

The OSCE Community Security Initiative (CSI) Project in Kyrgyzstan is aimed at supporting Kyrgyzstan Police in addressing the specific security situation after the June 2010 events and to contribute to the professionalism of the Kyrgyzstan Police in providing security for all members and communities of the Kyrgyzstan population, irrespective of ethnicity. At the same time, the Project is a pilot initiative which contributes in the long term to a wider national police reform programme envisaged by the Government of the Kyrgyz Republic. The CSI Project, as a supplementary part of OSCE Police Matters Programme (PMP) for Kyrgyzstan, is implemented through the development of the police supportive activities in the nine local police stations of Batken, Jalal-Abad, Osh and Chuy provinces of Kyrgyzstan. Activities are implemented by advisers, led by the Regional Team Leaders. Methodologically and operationally, the Project is maintained by police advisers, local community mediators and local programmatic and administrative staff.

Under the overall supervision of the Head of the OSCE Community Security Initiative (CSI) Project in Kyrgyzstan and direct supervision of the Deputy Head of the OSCE Community Security Initiative (CSI), the Security Officer performs the following duties:

  1. Assists the Head/Deputy Head of the OSCE Community Security Initiative (CSI) Project in Kyrgyzstan in the execution of responsibilities with regard to the security of mission members and OSCE property;
  2. Liaises with the Security Officer in the OSCE Centre in Bishkek on the threat level in the area of responsibility;
  3. Maintains and updates security plans, contingency plans and security listings of (CSI) staff, ensuring that plans for relocation/evacuation to safe havens are current and feasible;
  4. Enforces movement control and security clearance policies and oversees the daily status report of (CSI) mission members;
  5. Conducts regular appropriate exercises (e.g. fire drills, communications tests, evacuation) to ensure staff preparedness for emergencies;
  6. Conducts security surveys of residents and (CSI¿s) premises, recommending appropriate arrangements to secure them;
  7. Ensures that (CSI) mission members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing newly arrived staff;
  8. Co-operates closely on security issues with other organizations operating at the duty station, developing good contacts with the national law enforcement agencies with a view to obtaining the best possible protection for Centre staff and property;
  9. Reports on all cases in which (CSI) staff have been a victim of criminal acts or any security related incidents and following up on those cases;
  10. Performs other related duties as assigned such as ensuring in close co-operation with IT, good state of repair of all security and communications equipment and that the appropriate level of confidentiality is maintained with regard to security matters;
  11. Supervises Transport Clerk in the maintenance of the CSI vehicle fleet insuring equipment is at an appropriate level of condition to operate;
