General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Ability to produce analytical reports
  • Previous international work experience in the preparation of comprehensive reports and analysis
  • Proven management and supervisory experience
  • Professional fluency and excellent drafting skills in the English language
  • Strong organizational skills and demonstrated ability to work to deadlines
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Experience in training on professional reporting/writing skills
  • Previous international work experience in field missions
  • Professional fluency in Ukrainian and/or Russian language
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Reporting and Analysis Unit, the Reporting Co-ordination Officer:

  1. Co-ordinates and assists in the quality control of the regular reporting cycle of the Mission;
  2. Ensures the quality control and clearance of Mission reporting;
  3. Organizes and ensures feedback to Monitoring Teams report drafters in the field to increase Mission reporting capacity;
  4. Updates the reporting taskings along the lines of the Mission mandate;
  5. Co-ordinates and compiles input from Reporting Officers as appropriate;
  6. Organizes and manages the duty roster of five Reporting Officers;
  7. Ensures coherence of the reporting by working with the Reporting Officers in finalizing reports in line with the senior management comments;
  8. Is responsible for the Unit's information management and proper recordkeeping according to rules and regulations of the OSCE;
  9. Acts as focal point for the liaison with the Press and Public Information Unit in all aspects concerning the visibility and publications of the Unit;
  10. Acts as replacement for the Head of Reporting and Analysis Unit during her/his absence;
  11. Performs other duties as assigned.
