General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


First level university degree or equivalent experience


Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Mission Specific Requirements

Additionally, this particular post has specific requirements:



    • Excellent communication, analytical and drafting skills and experience in preparing reports
    • Analytical experience at the fields of security, law enforcement, human rights, rights of minorities
    • Political judgment and cultural sensitivity
    • Experience in drafting press releases and other public materials for media purpose
    • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
    • Well developed coordination skills, flexibility and ability to work using own initiative, under pressure and within strict time frames
    • Ability to operate Windows applications, including word processing and e-mail

      Professional fluency in English language, both oral and written


    • Knowledge of the local languages or most common lingua franca

    • Knowledge of political environment and historic background of the host country
    Tasks and Responsibilities

    Under the overall guidance and supervision of the Head of the Public Safety and Community Outreach Department (PSCOD), the Reporting/Analysis Officer:

    1. Drafts all PSCOD reports for the Mission and Secretariat, including weekly, monthly, background, spot and annual reports;
    2. Liaises with the Department's Units - Police Development Unit and Monitoring Unit - to collect inputs, background materials and other relevant information for reporting purposes;
    3. Researches, compiles and analyzes information concerning PSCOD activities and reports through the established reporting channels;
    4. Prepares speaking points, briefing papers and similar documents;
    5. Takes notes / provides minutes of meetings as assigned by the Head of Department;
    6. Undertakes proof reading of various planning and reporting documents;
    7. Drafts press releases and other public materials to promote the PSCOD's activities; reviews and suggests updates of the Mission/Department's website;
    8. Ensures the timely information for PSCOD personnel on activities of other Mission Departments/Units as well as OSCE Field Operations and Institutions;
    9. Drafts, reviews or edits PSCOD's contributions for any of the Mission's publications;
    10. Provides advice and guidance to PSCOD staff on reporting issues and coordinates reporting activities within the Department ensuring quality in information gathering and reporting;
    11. Liaises with national and international authorities and other Mission's units to ensure coordination of activities and analysis of information related to PSCOD activities;
    12. Performs other duties as required.
