General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree in social science, political science, international relations or an associated area, with specialization in issues related to crisis and conflict prevention or peacekeeping
  • Minimum of 2 years previous international work experience and/or work experience in field missions
  • Good understanding of the regional political context of Central Asia
  • Experience of working with interlocutors at the Minister, Deputy Minister, Head of Department level within national government/institutions;
  • Awareness of the challenges facing Central Asian States in police reform management
  • Professional fluency in English, with excellent communication skills, experience in networking and managing a high number of contacts;
  • Demonstrated analytical skills
  • Demonstrated ability and willingness to work as a member of a team and with colleagues throughout the OSCE with different cultural, religious and professional backgrounds as well as different gender, diverse political views and approaches to problems, while maintaining impartiality and objectivity

Desirable:

  • Some understanding of the specificity and sensitiveness of police reform activities in the fields of democratisation, human rights, security, and rule of law in countries in transition
  • Knowledge of Russian or Tajik language would be desirable
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Programme Manager of the Political-Military programme of the OSCE Office in Tajikistan and the Counter Terrorism and Police Adviser of the OSCE Office in Tajikistan, the Project Officer:

  1. Designs the complete Terms of Reference for the Civil Society Advisory Group, in co-ordination with the National Liaison Officer;
  2. Expands the concept of the pilot civil society advisory group in co-operation with all field offices through out Tajikistan;
  3. Promotes and establishes a network between the civil society advisory groups in co-operation with the National Liaison Officer;
  4. Liaises with Tajik authorities on issues related to the civil society advisory group to embed the concept into the police reform strategy concept;
  5. Extensive duty travel to liaise with all regional field offices in the design and implementation of the civil society projects and reports on its subsequent implementation and design;
  6. Organizes and participates in meetings for the civil society advisory groups as well as briefings with national/international counterparts and prepares concept, agenda and other documents;
  7. Acts as a focal point for the field offices in project design for the development of the civil society advisory group taking specific regional requirements into consideration;
  8. Designs and provides an independent solution for Gorno-Badakhshan Autonomous Oblast (GBAO) for the civil society advisory group in co-operation with national and international partners;
  9. Supports the Counter Terrorism and Police Adviser in the design and development of an international advisory group for police reform;
  10. Analyzes the contributions provided by the national and international authorities/members of the steering group during the implementation of the planned police reform strategy as well as possible amendments to the police reform strategy document;
  11. Performs other duties as assigned by the Counter Terrorism and Police Adviser regarding the design and implementation of the civil society advisory concept and related issues such as preparing background materials.
  12. Performs other duties as assigned.
