General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


First level university degree or equivalent experience


Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Extensive experience in project management including project design, implementation, reporting and evaluation
  • Knowledge of the Logical Framework approach for project management
  • Strong drafting and presentation skills
  • Demonstrated facilitation and mentoring skills
  • Professional fluency in written and spoken English
  • Strong planning skills, as well as the ability to prioritize and handle multiple tasks under tight deadlines
  • Ability to work creatively and independently
  • Ability to operate in cross-cultural environment requiring flexibility, cultural sensitivity and judgment to local conditions and communities
  • Ability to work independently and as a team player
  • Ability to operate windows applications, including word processing and email


  • Experience in negotiation and mediation
  • Experience in working with community-based institutions and capacity-building programs
  • Ability to operate ORACLE and Project Management software
  • Experience with budget management
  • Previous experience in field missions
  • Previous experience with human rights projects
Tasks and Responsibilities

Under the direct supervision of the Director of the Human Rights and Communities Department (HRCD), the Project Officer:

  1. Acts as the focal point for project managers within the HRCD to assess project proposals prepared by the Department's Sections and advises the Director accordingly;
  2. Acts as focal point for the Office of Central Co-ordination (OCC) in the Mission to ensure effective operational management of projects;
  3. Facilitates project development for unforeseen project initiatives, as deemed necessary, on an ad hoc basis for the HRCD Programme;
  4. Oversees the implementation of planned projects within the HRC Department and informs the Director accordingly on programmatic changes and project amendments;
  5. Acts, in co-operation with OCC, as focal point for technical training needs assessment of the Department;
  6. Provides assistance to Department project managers in co-operation with other relevant Departments/Units in the Mission, in particular the OCC;
  7. Prepares materials on project review/briefings for the Senior Management of the HRC Department;
  8. Ensures that project managers are aware of reporting requirements and deadlines, and coaches project managers on how to prepare qualitative reports and evaluations within the Department;
  9. Represents the HRC Department at relevant internal Mission meetings;
  10. Performs other duties as assigned by the Director of HRC Department.
