General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

First level university degree or equivalent experience

 

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • At least two years of experience in Project Cycle Management including project design, implementation, reporting and evaluation
  • Experience in proposal writing, monitoring and reporting
  • Strong drafting and presentation skills
  • Strong analytical, organizational and planning skills, as well as the ability to prioritise and handle multiple tasks under tight deadlines
  • Strong facilitation, interpersonal, motivational and communication skills
  • Ability to work creatively and independently
  • Demonstrated coaching and mentoring skills
  • Ability to operate in cross-cultural environment requiring flexibility
  • Ability to work independently and as a team player
  • Professional fluency in the English language, both oral and written
  • Ability to operate Windows applications, including word processing and email

 

Desirable:

  • Experience in training and negotiation
  • Experience of working with community-based institutions and capacity building programmes
  • Ability to operate a Project Management database/software
  • Experience with budget management
  • Previous experience in field missions or in an international context and/or international organization

 

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of the Office of Central Co-ordination, the Project Officer:

 

  1. Assesses project proposals prepared by the Mission's Departments, ensuring adherence to high standards of Project Cycle Management as well as coherence and consistency to the requirements of the Mission;
  2. Facilitates projects development and advises and assists Project Managers particularly during the phases of project design, reporting, monitoring and evaluation;
  3. Identifies potential problems and suggests solutions;
  4. Assesses the needs for technical training, provides assistance to Departments and Project Managers through mentoring, coaching and the preparation of good quality information packages;
  5. Ensures effective operational management through productive co-operation with other Programmatic Departments, the Department of Administration and Support, and the Department of the Head of Mission;
  6. Integrates procedures for document clearance and project review;
  7. With reference to Extra Budgetary funded projects, ensures that donors' reporting requirements are met, maintains accurate archive and is responsible, in relation to the ORACLE project management system, for the financial and administrative management of the activities undertaken by the Mission;
  8. Performs other duties as assigned.
