The conflict in Eastern Ukraine has resulted in thousands of remnants of war which are being removed by Ukrainian demining operators each year starting from 2014 and large areas of land will need to be cleared to allow for economic and social rehabilitation of conflict affected communities. 

The OSCE PCU is assisting Ukrainian authority in building Humanitarian Mine Action Capacity. Thus, in order to review the effectiveness of OSCE PCU approach and to ensure its accountability to the donors for efficient use of the OSCE resources there is a need to commission an external evaluation of the project “Building Ukrainian Humanitarian Mine Action Capacity” and project “Supporting Demining of Transport Infrastructure in Ukraine”.

Please note that this is a consultancy assignment of approximately 3 months.




Tasks and Responsibilities








Under the overall supervision and in co-ordination with the Team Leader, and in close co-operation with the Evaluation Officer and Project Manager, the Expert will conduct specific tasks for evaluation of the project. Specifically, the Expert is expected to:

• provide the input to the desk review of existing information on the context, national policies and priorities and PCU’s work related to the evaluated project; assist in developing of a  detailed methodological guidance (inception report) for the project team;

• facilitate meetings/interviews with relevant involved partners and stakeholders;

• contribute to preparation  of  all evaluation deliverables;

• prepare check-lists and consult with the Team Leader and project team on methodological issues;

• take stock, review, analyse and support preparation of a report; consolidate inputs from evaluation and facilitate timely delivery;

• implement the evaluation work plan, respecting deadlines for specific activities and inputs described in the work plan;

• review relevant documentation related to the OSCE support in Ukraine, including, statistics, studies and surveys related to programmatic areas as well as project documents and progress reports, baseline studies, other technical reports;

• contribute to information collection and analysis; conduct interviews with a range of key stakeholders and informants, as required by the project; 

• conduct field visits with the Team Leader.




Necessary Qualifications








• University degree in social sciences, political science, international relations, law, or other relevant area, an advanced degree would be an asset;

• Minimum 5 years of relevant professional experience; 

• Professional experience in drafting evaluation reports, with recommendations for future work of the donors’ funded organization;

• Experience in evaluating similar projects with the OSCE or other international organisations would be an asset;

• Experience in collaboration with law-enforcement agencies, militaries and local authorities;

• Comprehension of the gender mainstreaming; 

• Excellent knowledge of English, including excellent communication and drafting skills; Ukrainian/Russian languages being the mother tongues;

• Computer literate;

• Ability to co-ordinate the work of other member(s) of evaluation team, excellent team-working.
