General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

A minimum of six years of relevant, diversified and progressively responsible professional experience including at least three years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous experience of working in a programmatic/strategic planning role;
  • Proven experience in budgeting and budget management;
  • Sound experience in programme management, including finance, planning, implementation, monitoring, evaluation/controlling and reporting;
  • Previous international work experience and/or work experience in field missions;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in the English language and working knowledge of the Russian language;
  • Good communication and drafting skills;
  • Ability to operate windows applications including word processing and email.

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Previous working experience in Central Asia
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of OSCE Centre in Ashgabat, the Project Co-ordinator:

  1. Reviews draft project documents in the three dimensions to ensure alignment with the Centre's mandate and relevant programme outlines;
  2. Supports the design and implementation of projects in the three Centre's dimensions;
  3. Implements selected projects in all three dimensions, if required and authorized by the Head of Centre;
  4. Participates in the Centre's projects' monitoring and evaluation, and identifies and systematizes best practices and lessons learned directly linked to project goals and activities implemented in the three dimensions;
  5. Ensures proper and timely reporting, including monthly report produced by the Centre;
  6. Co-ordinates the finalized programmatic inputs into the annual Programme Outline, Unified Budget Proposal and other relevant programmatic documents;
  7. Leads programmatic efforts to design and advocate for the extra-budgetary projects and implements selected extra-budgetary projects in all three dimensions, if required and authorized by the Head of Centre;
  8. Supports the Programme Managers in the development of programmatic and project activities for the strategic planning of the Office's activities in accordance to the OSCE mandate and needs of the host country;
  9. Advises the Head of Mission and Programme Managers on the development, implementation, monitoring and evaluation of the Office's programmes;
  10. Introduces newly developed modalities, policies and practices into the project formulation and development;
  11. Provides technical guidance and co-ordinates the work of the programmes on the entire cycle of the Performance-Based Programme Budgeting (PBPB); acts as PBPB focal point;
  12. Performs other related duties as required.
