General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

First level university degree or equivalent experience

 

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

 

  • Proven experience in project proposal writing, including the logical framework and project budgeting as well as project implementation
  • Understanding of the political situation in Bosnia and Herzegovina and the barriers to Euro-Atlantic integration
  • Understanding of some of the key thematic areas in which the Mission is involved, e.g. human rights standards, education reform, local governance
  • Professional fluency in the English language, as well as excellent drafting and communications skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Excellent organisational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information
  • Ability to operate Windows applications, including word processing and e-mail
  • Valid driving license and willingness to self-drive.
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Field Coordinator of the Human Dimension Department (HDD), the incumbent is responsible for ensuring compliance of HDD project proposals and budget requests with formal and technical standards.In co-ordinationwith the Supervisor, the incumbent will check project proposals and budget requests for programmatic coherence and overall synergy in line with HDD objectives. The Project Co-ordination Officer will serve as a focal point for questions and feedback related to HDD projects and will assist Field and Head Office staff with the technical aspects of these projects if necessary or requested. Specific duties include:

 

  1. Ensures compliance of HDD project proposals and budget requests with formal and technical standards;
  2. In co-ordinationwith the Supervisor, ensures programmatic coherence and cohesiveness of project proposals in line with the objectives of the Human Dimension Department;
  3. Liaises with project proposal and budget request proponents, provide feedback related to these proposals and requests, particularly but not exclusively on the technical aspects, and assist HDD staff in the process if required/requested;
  4. Keeps track of the implementation of HDD projects, in particular the technical aspects such as meeting deadlines and submitting intermediate and final reports;
  5. Develops and maintains a database of HDD projects;
  6. Provides the Communication and Reporting Section and the Policy Analysis Unit with all the relevant project data and information needed for their reporting, communication and monitoring and evaluation activities;
  7. Assists and advises the Supervisor on all project related issues as requested;
  8. Performs other duties as assigned.
