This vacancy is open only for persons with the citizenship of the Republic of Serbia.

This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project (expected to run until 31 March 2018, with a possibility of extension).

The incumbent will work within the extra-budgetary (ExB) project "Countering Violent Extremism and Radicalization Threats in Serbia through Community-Based Early Warning and Preventive Engagement" (ExB #2400708) within the Programme Support and Co-ordination Unit of the Office of the Head of Mission.

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

Under the direct supervision of the Project Co-ordinator, the incumbent assists in the implementation of the Project aimed at strengthening Serbia's social cohesion, community resilience and trust and participation in official and unofficial structures and processes, in order to reduce the sense of alienation, frustration and exclusion that can lead individuals to seek extra-institutional avenues of social engagement, including, in the worst cases, involvement in violent extremist movements. Specifically:

  1. Prepares working documents and background material pertaining to the issues addressed through Project activities. Drafts spot reports on specific issues relating to violent extremism, community initiatives and civil/youth engagement, for the use of the Mission. Assists in drafting other reports and requests, including interim and final reports for submission to the donor, Project evaluation reports and briefing papers on Project implementation. Drafts Project inputs for the bi-weekly Mission activity report;
  2. Organizes logistical requirements for Project events (capacity-building events, workshops, seminars, conferences and meetings). This includes preparing agendas, and other Project documentation for approval by the Project Co-ordinator, putting in place ICT and other equipment, stationery, refreshments etc., travel planning such as arrangement of accommodation and transport requirements and maintenance of communication with all event participants and the relevant FAU staff;
  3. Assists in the development of Project activities and liaises with counterparts, so as to facilitate their support and participation. Prepares terms of reference for the employment of consultants and implementing partners and monitors the implementation of activities and submission of reports by the implementing partners and consultants;
  4. Monitors budget expenditure, gives estimates of costs for individual Project activities and proposes budgetary and/or expenditure adjustments;
  5. Liaises with international, regional and national governmental and non-governmental institutions with the purpose of collecting and sharing information and co-ordinating activities in the area of countering violent extremism and radicalization threats;
  6. Assists in collating and gathering information necessary for the development of outreach events and the assessment of their impact;
  7. Performs other duties as required.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

  • Citizenship of the Republic of Serbia;
  • Secondary education supplemented by formal training or studies in administration or social/political studies or humanities;
  • Minimum four years of working experience in administration or project management;
  • Previous work experience in the field of democratization, such as development of community-based initiatives, promotion of citizen involvement, or support to the building of democratic and inter-ethnic institutions;
  • Knowledge of key issues related to countering violent extremism and radicalization threats in South-Eastern Europe;
  • Excellent written and oral communication skills in English and the local language;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

 

 

 

 

 

 

 

The incumbent will receive a Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance, until the end of the Project. The Project is expected to run until 31 March 2018, with a possibility of extension.

Appointments are normally made at Step 1 of the applicable salary scales.

Monthly remuneration, subject to social security deductions, is EUR 1,504.92. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The OSCE retains the discretion to re-advertise the vacancy, cancel the recruitment, offer an appointment at a lower grade or offer an appointment with a modified job description or for a different duration.
