University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience

Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development

Demonstrable organizational, communication, analytical and interpersonal skills

First level university degree or equivalent experience
Experience:
Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:

Working experience with political parties, government structures or parliaments

Project development and implementation experience in an international organization

Knowledge of project cycle management

Ability to produce analytical reports

Professional fluency in the English language

Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Flexibility and ability to work under pressure and with limited time frames

Ability to operate windows applications, including word processing and e-mail
Desirable:

Experience in negotiation/mediation

Understanding of legislative processes and state constitutions

Knowledge of the political environment of the OSCE Mission in Kosovo (OMiK), including mandate and structure of the international community present in Kosovo and an understanding of the regional political context

Knowledge of local language(s) or most common lingua franca

Previous experience in field missions

Tasks and Responsibilities |
Under the direct supervision of the Chief of Central Assembly and Independent Institutions Section, the Programme Officer:
-
Works on professional development programmes for Assembly members, parliamentary groups and staff of the Assembly of Kosovo;
-
Works with other public institutions of the government to promote the principles of good governance;
-
Provides expert opinion and coaching on Assembly accountability and oversight, in particular towards independent institutions;
-
Fosters the Assembly's outreach to civil society and constituencies;
-
Follows up on project cycle management to ensure implementation, budgetary control, monitoring and evaluation of assigned projects;
-
Organizes and performs monitoring and evaluation of governance processes according to the mission mandate;
-
Liaises and co-ordinates activities with local and international stakeholders working in related areas;
-
Performs other duties as assigned.
