General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Advanced university degree in law, political science or international relations
  • Knowledge of good governance principles
  • Experience in project management
  • Management experience and team-building ability
  • International field work experience in monitoring, reporting and policy-making
  • Strong analytical and problem solving skills
  • Demonstrated ability and willingness to work as a member of a team, with persons of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and within limited time frames
  • Professional fluency in English language, both oral and written
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate Windows applications, including Word processing and e-mail.


  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Knowledge of the regional political situation and legal system of the mission area
  • Knowledge of OSCE principles and commitments
  • Previous experience in field missions, preferably in South East European
Tasks and Responsibilities

The Democratization Programme focuses its work on core elements of democratic society, which includes strengthening good governance standards at national and local levels, strengthening the civil society sector and is active on the issue of displaced persons, integration of the Roma population, gender equality including greater representation of women. The Programme includes component on promotion and protection of environmental security.

Under the general direction of the Head of Mission (HoM) and the direct supervision of the Deputy Head of Mission, the Programme Manager performs the following tasks:

  1. Manages the Democratization Programme, including annual strategic planning and budgeting, programming and evaluation and administration, as well as leading and overseeing the work of the Democratization Programme staff;
  2. Liaises with governmental, non-governmental and international organizations active in sectors relevant to the Democratization Programme to gather information and ensures appropriate field level co-operation;
  3. Maintains appropriate liaison with other departments ensuring that internal communication and information exchange are facilitated;
  4. Provides timely and accurate advice to the HoM and other senior level management team member on all aspects relevant to the implementation and future planning of the Programme;
  5. Provides expertise and information on the planning and project presentation issues to help maximize funding and support from the international community;
  6. Prepares speeches, policy papers and briefing materials;
  7. Participates in meetings of intergovernmental and non-governmental organizations active in the field of promoting democracy, as well as seminars, colloquia and workshops as required;
  8. Carries out public speaking engagements when required;
  9. Supervises 6 national staff;
  10. Performs other duties as required.
