General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced education/certified training course in a relevant field desirable

 

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous experience of working in a programmatic/strategic planning role
  • Ability to prepare and produce comprehensive analytical reports
  • Previous international work experience and/or work experience in field missions
  • Excellent ability to analyze political developments, reporting and presentation skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail
  • Possession of a of valid driving license

 

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the mission area (Tajik, Persian and/or Russian)
  • Experience in negotiation/mediation
  • Experience of working in Central Asia and/or knowledge of the region

 

 
 
 
 
Tasks and Responsibilities

Under the immediate supervision of the Deputy Head and the overall supervision of the Head of Mission, the Programme Co-ordinator acts as the focal point dedicated to the support and co-ordination of programmes/projects allocated to the Mission, in close co-operation with the OSCE Secretariat and/or other OSCE Institutions. In particular, the Programme Co-ordinator:

 

  1. Supports the Programme Managers in the development of programmatic and project activities for the strategic planning of the Office's activities in accordance to the OSCE mandate and needs of the host country;
  2. Advises the Head of Mission and Programme Managers on the development, implementation, monitoring and evaluation of the Office's programmes;
  3. Introduces newly developed modalities, policies and practices into the project formulation and development;
  4. Provides guidance for the development and implementation of allocated projects in the fields of human rights, politico-military dimension and economic/environmental issues in all OSCE dimensions;
  5. Co-ordinates the contributions from programmatic staff and supervises the Programme support unit staff;
  6. Co-ordinates regular reports on project activities and provides guidance in budget planning and fundraising activities;
  7. Provides technical guidance and co-ordinates the work of the programmes on the entire cycle of the Performance-Based Programme Budgeting (PBPB); acts as PBPB focal point;
  8. Supports co-operation and co-ordination between the OSCE and parliamentary, governmental and non-governmental actors, as well as the other international partners in Tajikistan;
  9. Develops training materials, adapts OSCE training tools to the local needs and provides trainings for the staff of the OSCE Office in Tajikistan and its implementing partners;
  10. Performs other duties as required.
