General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in business administration, management, commerce or commercial law, economics or related field or relevant professional experience in procurement and contracting
  • Very good negotiation skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Professional work experience in the fields of supply and transportation with international organizations, field missions and/or public institutions/non-profit organizations
  • Ability to identify and analyse problems and propose solutions
  • Negotiation/mediation experience
  • Cultural sensitivity and judgment
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Supervisory experience in the field of security (e.g. military-related activities)
  • Familiarity with Oracle e-Business Suite applications
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Chief of Fund Administration Unit, the Procurement Officer performs the following duties:

  1. Plans, co-ordinates and controls the procurement process for goods and services according to the operational requirements, in compliance with the OSCE rules and regulations;
  2. Oversees the Mission's security arrangements;
  3. Develops, adapts and implements policies and procedures to ensure the most efficient and cost-effective means of transportation of freight, personal property and passengers as well as all classes of supply and equipment in accordance with the Mission's operational requirements;
  4. Drafts/reviews contracts with suppliers;
  5. Solicits bids or quotations, performs comparative analysis of bids received and negotiates with vendors to ascertain their ability to meet specified requirements;
  6. Supervises and controls purchase cases for completeness and consistency of documentation for auditing purposes;
  7. Drafts waivers for exceptions from the normal bidding and tender procedures when required;
  8. Ensures that established procurement procedures and controls are implemented, including the maintenance of records related to equipment procured through an ORACLE supported system;
  9. Is responsible for the fleet management of all vehicles, ensuring that the Mission's policy is adhered to; such as conducting investigations on vehicle accidents and dealing with vehicle requirements;
  10. Supervises the daily operations of about 14 national procurement staff and drivers;
  11. Performs other duties as required.
