General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Background and experience in Arms Control and Confidence and Security Building Measures (CSBM), including the application of broader confidence building measures in conflict settlement
  • Thorough knowledge of OSCE practices, agreements and documents relevant for Arms Controls and CSBM
  • Strong interpersonal and organizational skills
  • Professional fluency in English and working knowledge of Russian language
  • Ability to operate windows applications, including word processing and email
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to drive 4 wheel drive vehicles
  • Prior experience with project management


  • Experience of working in and the region and knowledge of the complexities of the dispute over Transdniestria
  • Experience working in peace-keeping operations
  • Experience in arms and ammunition storage management
  • Working knowledge of Romanian
Tasks and Responsibilities

Under the direct supervision of the Conflict Prevention and Resolution (CPR) Programme Manager, and the guidance of the Head of Mission, the Politico-Military Officer:

  1. Acts as the adviser on all Arms Control and CSBM matters as well as prepares reports and briefing material on the Mission's  activities in these areas;
  2. Co-ordinates CSBM and broader confidence building activities in the Mission and liaises with other OSCE areas and outside agencies, and organizations on Arms Control, CSBM and other confidence building matters;
  3. Maintains close liaison on Arms Control, CSBM matters with the Moldovan authorities, the de factor authorities in Transdniestria and the Russian armed forces present in the region;
  4. Promotes and monitors the implementation of Arms Control and CSBM developed by the Mission in order to assist in creating the conditions necessary for a resolution of the conflict;
  5. Develops and maintains links with Moldovan and Transdniestrian representatives on working groups and other bodies set up to promote the wider confidence building effort in support of conflict settlement;
  6. Supports the work of the Mission's Programme Management Cell aimed at completing the withdrawal or destruction of Russian ammunition held in Transdniestria;
  7. Assists in monitoring the military situation inTransdniestria;
  8. Supports the implementation of projects in the above mentioned areas;
  9. Deputizes for the CPR Programme manager in his absence;
  10. Performs other duties as required.
