General Minimum Requirements
The general minimum requirements for working with the OSCE are:
  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following: Education: First level university degree or equivalent experience Experience: Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred
 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Knowledge of the political structures and current political situation in Former Yugoslav Republic of Macedonia (FYRoM)
  • Excellent organizational, analytical and reporting skills, with ability to work under pressure, manage multiple tasks and process large amount of information
  • Strong interpersonal skills; ability to work independently and to participate effectively in a team-based information sharing environment
  • Excellent oral and written skills in English
  • Cultural sensitivity and judgment
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the local language or the most common lingua franca spoken in the mission area
  • Working experience in one or more of the main functional areas of the Mission's mandate, preferably in an international environment
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of the Political and Reporting Unit, the Political/Reporting Officer:

  1. Provides analysis and reports to the Mission senior management on the political situation of the country;
  2. Compiles all reports as required by the OSCE and Secretariat in Vienna including the Mission activity, background and spot reports;
  3. Writes the Political and Reporting Unit¿s weekly political overview;
  4. Reviews information in the form of reports, assessments, briefs, memoranda and other documents concerning political background and Mission activities;
  5. Establishes and maintains contact at the appropriate level with representatives of political parties, international and national NGOs working in the areas of activity corresponding to the Mission's mandate;
  6. Prepares policy notes and briefing papers;
  7. Establishes and maintains contact at the appropriate level with representatives of political parties, international and national NGOs working in the areas of activity corresponding to the Mission's mandate;
  8. Monitors and analyses the political situation and developments in the country and the region;
  9. Liaises with the Mission Departments units to ensure that the Political and Reporting Unit is in constant touch with the developments throughout the Mission;
  10. Provides briefings to visitors in the Mission when, if necessary;
  11. Performs other tasks as requested.
